Case Study: O’Halloran & O’Brien (OHOB) Pre-Employment Programmes

Introduction   

At O’Halloran & O’Brien (OHOB) Group, we are committed to excellence in construction training and workforce development. Our NOCN-accredited Training Academy in Gravesend is a cornerstone of this commitment, providing high-quality training to both internal and external construction operatives.

Recognising the skills shortage in the industry and the limited pathways into construction for young people, women, and disadvantaged groups, we launched initiatives to expand access and career opportunities. Through strategic collaborations with Ebbsfleet Development Corporation, CITB, and our Change Your Script Pre-Employment Programmes, we have opened doors for NEETs (young people not in education, employment, or training) and other underrepresented groups.

Our commitment extends beyond training—we have cultivated strong partnerships with key stakeholders, including the Department for Work and Pensions (DWP), local councils, youth organisations, charities, and SMEs within the construction sector. These collaborations enhance employability prospects and reinforce our commitment to Equality, Diversity, and Inclusion (EDI) as a fundamental principle.

Additionally, by engaging our supply chain and encouraging employers to offer progression opportunities to learners, we have seen positive results. This open-door policy is embedded across the OHOB Group, ensuring that learners have genuine pathways into meaningful employment.

To date, we have worked alongside leading employers—including Barratt Redrow, Ebbsfleet Development Corporation, Durkan, London Square, and Vistry—enabling learners to gain firsthand experience on live sites and meet potential employers. Notable advocates such as Kevin O’Connor (Durkan), Roseane Craig (Durkan), and Lara Pool (Ebbsfleet Development Corporation) exemplify industry professionals who are actively involved in supporting our mission.

Training Programmes

The Change Your Script Pre-Employment Programmes operate in weekly and bi-weekly cohorts, initiated through referral partners such as the DWP and local youth organisations. Candidates undergo a structured selection process, including an Enrolment Day before programme commencement. To minimise financial barriers, we provide all necessary training materials and personal protective equipment (except safety boots).

The training model integrates practical, classroom-based, and online learning, ensuring a comprehensive approach to skills development. Key training modules include:

  • Construction Essentials: Level 1 Health & Safety Awareness, CSCS preparation
  • Technical Skills: Formwork Carpentry, Traffic/Vehicle Marshalling, Steel Fixing, Groundworks, Cable Avoidance
  • Safety & Compliance: Working at Height, Edge Protection, Abrasive Wheels (Cut-Off Saw), Manual Handling
  • Employability & Career Development: CV Writing, Mock Interview Preparation

The curriculum is modular and adaptable, allowing learners from diverse backgrounds—career changers, unemployed adults, and returners—to engage meaningfully and progress at their own pace.

Upon completion, learners earn NOCN-accredited qualifications, including a CSCS Card, with all associated test and card fees covered by OHOB. Additionally, participants develop critical employability skills, including teamwork, problem-solving, and communication, contextualized for the construction industry.
