New Post‑16 Pathways Implementation Plan Published

The Department for Education has published its Post‑16 Pathways Implementation Plan, setting out how reforms to technical and vocational education for young people aged 16–19 will be delivered across England.

At the heart of the plan is a significant reshaping of the qualifications landscape to ensure learners have clearer choices, stronger progression routes, and access to high‑quality training aligned with employer needs.

Key changes include:

  • A new Level 3 vocational route – “V Levels”, sitting alongside A Levels and T Levels, providing a broader, flexible vocational pathway.
  • Simplified Level 2 pathways, introducing:
    • Foundation Certificates (progression to further study)
    • Occupational Certificates (direct route into skilled employment)
  • Expansion and improvement of T Levels, including new subject areas and increased accessibility while maintaining quality.
  • A phased implementation over the coming years, supporting providers, employers, and partners to transition to the new system.

The reforms are underpinned by three core principles:

  • Supporting progression into work or further study
  • Ensuring qualifications remain high quality and responsive to future skills needs
  • Providing clearer, more navigable choices for learners

These changes reinforce the importance of employer-led skills development and closer alignment between education and labour market needs; a key priority within the Kent & Medway LSIP. The new pathways are designed to better reflect regional skills priorities and support young people into sustainable employment or further learning.
